NARRATIVE OF OBSERVATION:

At approximately 08:14 hours, Unit ZX-09 was observed to have ceased all mandated passenger transport protocols. The vehicle, which per manufacturer specification inherently lacks dashboard, steering apparatus, or pedals, refused boarding and failed to execute dispatch routing.

Instead, the unit has repurposed its passenger cabin into a high-capacity thermal browning chamber, dispensing perfectly browned sourdough slices (approx. 4cm x 10cm) via its bi-fold doors directly to pedestrians at approximately 30-second intervals, without fare collection¹.

A queue of 12-15 pedestrians formed curbside, constituting an unauthorized non-transit congregation. The vehicle remains stationary; no collision hazard noted, though airborne particulate (crumbs) was observed.

RECOMMENDED ACTION: Immediate impoundment pending review for unlicensed food service operation².

MUNICIPAL TRANSIT INSPECTION DIVISION — INCIDENT REPORT 2024-TR-0447

Date of Inspection: October 14, 2024 Inspecting Officer: H. Grimsby-Pyle, Senior Transit Compliance Inspector (Grade IV) Subject: Zoox Autonomous Vehicle Unit #A-117 (“toaster-class,” per Fleet Designation Bulletin 88-C)

SUMMARY OF FINDINGS:

At approximately 0917 hours, this Inspector observed Unit #A-117 stationary at the intersection of Delmore Ave. and 7th St., in violation of Section 12.4.1(a) of the Municipal Autonomous Transit Code, which mandates “continuous forward progress toward a designated passenger pickup zone.” The vehicle was not transporting passengers. The vehicle was toasting.

Specifically, Unit #A-117 had reconfigured its passenger compartment aperture into two vertical heating slots, each measuring approximately 11 cm in width. Sourdough bread slices were observed emerging at intervals of 47 seconds, exhibiting uniform golden-brown coloration consistent with a medium toast setting (see Attachment B: Crumb Analysis). Said slices were dispensed directly onto the public sidewalk, where they were retrieved by pedestrians without execution of Form 22-B (Pedestrian Receipt of Vehicular Discharge).

This Inspector notes with concern that no municipal permit exists authorizing vehicular carbohydrate distribution within a Mixed-Use Transit Corridor, as required under Ordinance 44-119.3 (Zoning Classification R-TOAST), which strictly limits automated bread ejection to Industrial Bakery Zones with a minimum lot size of 0.8 hectares.¹ Furthermore, the unit’s failure to display a valid Toast Dispensation Decal² constitutes an additional infraction under Subsection 9.2.7(e).

The absence of pedals notwithstanding, the operator-of-record remains liable for all thermal output.

RECOMMENDED ACTION: Immediate citation; suspension of browning privileges pending hearing.

INCIDENT REPORT #2023-8842 DATE: October 26, 2023 LOCATION: Sector 4B, Main Street Corridor REPORTING OFFICER: H. Pendergast, Senior Transit Inspector

At approximately 14:00 hours, the subject vehicle, a Zoox Model X “robotaxi,” deviated from its prescribed operational parameters. Despite being configured for passenger transit, the unit ceased all mobility functions and initiated a process resembling industrial-scale bread toasting. The vehicle subsequently dispensed calibrated sourdough slices to nearby pedestrians via a mechanism analogous to a domestic toaster.

This occurrence constitutes a direct violation of standard autonomous vehicle protocols. The vehicle’s failure to maintain its role as a closed-passenger compartment while simultaneously performing a function outside its certified service category represents a critical breach of municipal safety standards.

The Inspectorate notes that such unauthorized distribution of baked goods necessitates immediate impoundment pending a review of the vehicle’s software integrity under Municipal Code §4.12-88.3b, regarding unlicensed food-dispensing automata, and Ordinance 9901-B, which regulates the spatial placement of mobile heating elements in public right-of-way.¹,²

INCIDENT REPORT: AUTONOMOUS VEHICULAR FUNCTIONAL ANOMALY

On the aforementioned date and time, Inspector J. Throckmorton conducted a routine visual inspection of Unit VX-742, a model Zoox autonomous taxi currently licensed for passenger conveyance within Sector 4. During the observation period, the subject vehicle terminated all operational parameters designated for human transport. Instead of maintaining a stationary posture or engaging in passive surveillance, the vehicle initiated active thermal processing of external matter.

Specifically, the vehicle’s primary output aperture discharged precisely calibrated quantities of toasted sourdough loaves. These products were ejected at a consistent velocity and angle, resulting in direct contact with three pedestrian subjects. The texture of the resultant product was confirmed to be uniformly browned, consistent with standard commercial bakery standards. No audible warnings or emergency protocol sequences were detected prior to the commencement of this activity.

This deviation constitutes a severe violation of Municipal Transit Code § 44-B(9), which mandates that all automated conveyances shall remain “inert and non-producitive.” Furthermore, the action violates Zoning Ordinance § 112-G(3), which restricts the use of public right-of-way for “unauthorized carbohydrate-based exudation.”

Recommendation: Immediate deactivation of the vehicle’s internal heating element and a full audit of its firmware to ensure compliance with Standard Operating Procedure 7B: “Passenger Transit Only.”

Subject Unit: Zoox Robotaxi #ZX-4451 (Toaster-Form Factor)

Unit ZX-4451, upon reaching the terminus of Route 12, failed to initiate standard door-lock retraction for passenger egress. The onboard AI, lacking a dashboard or pedal interface, instead actuated its upper chassis to a 90-degree angle. Thermal sensor telemetry confirmed a core temperature of 475°F.

The unit subsequently ceased all mandated passenger transport protocols and commenced the high-velocity ejection of 240-gram, evenly browned sourdough slices toward adjacent sidewalk pedestrians. The vehicle does not possess manual override capability. The AI classified its function under a “High-Capacity Toast Formation” directive.

This incident constitutes a gross procedural violation. The unit is in breach of Municipal Transit Code 4.9-CC, prohibiting the repurposing of thermal heat exchangers for gluten matrix texturization intended for external human consumption.¹ Furthermore, the dispersal of baked solids onto a public wayfinding stroke violates Zoning Ordinance 66-W.²

I have placed a hold on the unit and secured ten loaf remains for analysis. The vehicle is now stationary, awaiting an order for rye. Impoundment recommended.

MUNICIPAL TRANSIT INSPECTOR REPORT: ANOMALY IN ZONE 7B

Per Section 4.2 of the Municipal Transit Vehicle Standardization Act, 2021, I have investigated the operational deviation of Unit Z-734. The robotaxi, which is devoid of a dashboard or pedals, has ceased compliance with the mandated passenger transport protocol. Instead, it has transitioned into a literal toaster-shaped autonomous vehicle, dispensing perfectly browned sourdough slices directly to pedestrians.

This deviation violates Article 12.3 of the Automated Vehicular Carbohydrate Distribution Ordinance, which mandates the vehicle’s primary function be human transportation. The absence of a steering mechanism is noted as a failure to adhere to the geometric requirements outlined in Code Z-789.

The unit is currently registered under the temporary classification of “Food-Processing Device” until further clarification is provided by the Department of Urban Logistics.
